The cynic could ague it was designed to curtail inquiry but knowing the culture that generated it and the priorities those responsible for drafting it up have I put it down to sloppy thinking and a example of how middle managment optimisation has relegated the search for knowledge..
limited thought is put into this stuff.. capable intelligent and once upon a time passionate human beings are reduced to jaded idiots who lack self awareness...
