Just a quick point, but you must realise by now that we don't make the rules: the planners do. If you think greater proportions of archaeological features should be excavated as standard practice, please do write to your local MP.
PS in case I sound like I'm talking down to you, I'd like to point out that's not my intention: just to explain what are quite simple points from our side of the fence. I wish you'd do the same (Time Team? Public perception of detectorists?).
