The trouble with any aspect of setting being a "material consideration" in decision-making is that there are numerous other material considerations that may go against preservation of setting, and which may gel more with the local authority's priorities. They are required to take all the material considerations into account and give them appropriate weight. That can lead to an individual consideration being discounted, perfectly legitimately according to the rules, as long as it has been considered.
