You can't really tell how bad it is without some 'before' shots. I can't help but wonder if it is in the judges power to stipulate that he needs to use different contractors, otherwise the builders profit twice for this mess: once to ruin it and then again to put it right. They must have known what they were doing was wrong, as they had been instructed to repel any council people...

Sadly I don't think that it's possible to specify which builders they can use.
As the applications for Listed Building Consent are online and public domain, I've had a look at the justification statement for the proposed works to remove the unauthorised alterations. It makes for grim reading. Have a look on ukplanning.com and search for the postcode NP166AG.
