DBAs help make planners make an informed decision - nothing wrong with that.
They also give developers a heads-up on what they might be facing on any given site. In my experience, a lot of developers (the bigger ones anyway!)are not particularly bothered about the cost of archaeology, they only want to avoid nasty surprises in their programming.
Not every DBA achieves this - it depends on the data available and the ability of the person doing it - I've seen a lot of utter crap in my time, but that does not mean the concept is worthless.
