I've applied these principals even in the PPG16 environment, believe it or not (albeit with limited success). It's a very handy concept indeed when working abroad.

A long time ago in a faraway galaxy (possibly Barrow-in-Furness, during wall-leaping kebab-grabbing night exercises) it was no less a person than Oz (famous on this very forum) who pointed out to me that the international postal system is the perfect example of anarchy in action.
In short (as I recall): without any formal agreement, all post offices around the world agree to deliver all mail sent from other countries' post offices, mutually, without qualm or quibble or payment.

I like where you were going with it, but when it comes to the items reverting to an actual jurisdiction, it becomes a matter for shrodingers cat.
altho some would say that is THE anarchy in action.

as for the community archaeology (with no reference to any company, organisation, society, group, project, or individual):
well i guess the issue comes down to whether in good conscience we can affirm a vicar, or archy going over a diggers spoil, retreiving bits of deadies for repatriation, sorry reburial in the same graveyards boundary limits of consectrated ground is to be considered conducting heritage works.
personally i think that if we can't even agree on industry standards as a code of acceptable standards then we won't sit by and stop ourselves from implementing our own methodology of establishing a consistency for data comparision.
the internet alone proves we will still try and do this, from a very great distance, let alone our community back yards.
sorry anarchy archaeology is merely an avante guardism.
we use the term anarchy, but how far do you take it in a globalised multi-cultural society, that can barely accecpt the co-opperative neighbours.
whose guna be on that council, or in that parliment?
who has the qualifications, experience and standing to make it work, because enough people will accept it from them?
nothing formal, or official turns into:

anarchy and community archaeology, in my mind are not compatable other than in the co-ordinated co-operation as a group, but the purpose of the work is to be conducted and transmitted beyond those said limits and thus require an open format standard, for the production of the data for analysis.
we are still not ready for it as we still can't AGREE on a standard, but i do think that as thew new heritage bill is brought into play, we will get a feel for us to freeze on an acceptability of a standard. we are exploring these as we go through a recession, whilst conducting heritage works with and to the best of our abilities and conscience (maybe).

sorry about the rant with no end, but as we integrate intellectually into wider commuity groups we must re-affirm compatible and comparable standards, that we will accept as we integrate on a practical level.
we can impose a standard, by majority international practice, if we cannot agree locally.
if this occurs then who is desciding whose decisions and practice to compare and contrast against whom else?
we need a multifaced approach to this where people are going to get to consider these for themselves, but who are the players and whose high standards of acceptability are being explored in how many different areas of intellectual co-operation?
these may be early days, but one etruscan swallow, does not make a spring................
we are however working on an international forum and there are many partisipants.
we have the build up of a wonderful federation platform
we have independent organisations tackling these issues from different sides, tacks and perspectives, but we must make these issues visible if we are to aspire to transparency, if we wish for an increase in multivocality.
but i do wonder how much do we want to know, or should know without scuppering too many games, if it is potentially that important...........................?

showing that we are transparent or making an actual difference?
depending on the voice of the federation, i would suggest to continue as we go but if there are no periods of enlightenment then, the projects loose integrity.

the project in Croatia is indeed growing with more people getting involved with their interests, therefore the project is stronger.. where there are gaps, then the colective can find a person/s to fill it..
it is not so much a case of could it work, but it does work..
reading my red book, I see that even anarchy works within a framework of collective responsibility, but playing to peoples individual strengths, while achieving a common goal (sounds like community archaeology to me )
I agree there is much to discuss, and this is excellent .. I wonder if Troll has anything to say.. in relation to his concept.
