i have to say I dont subscribe to the notion that "Polluter pays' and thus that is why, amongst other things, developers pay for archaeological work. Why shouldn't that principle apply to the population at large.
Lets take this argument further and tax people on all the pollutants they produce. People coul be taxed on the amount of methane they produce and if they dont have enough trees in their garden the amount of carbon monoxide they emit. Ultimately we will have to have poo tax for people who donot use a biodisc.
