You do indeed appear correct. An OS licence in these things is a must, although in all the DBAs I've completed I've never had any other license asked for or checked... only endless checks of library/record office/visitor cards. Most other sources can be quoted with a simple reference, although reproduction of images may require copywright permission, but in my experience this rarely comes up.
On a less official basis it always helps to have an official looking business card with your name and company on it to hand to anybody who asks about who you are and what you are doing when conducting a site walk over or photographic survey. Especially if your site is anywhere near a school (I thought I was going to get chased with pitchforks... and I had ID and permission to be there).
