Though of course if you read the story ... making sure to read each word... it is the municipality that wants it to be opened... or at the very least open to study... and the archaeologists who are sealing it up. Now there are good reasons for wanting to hush up the presence of such tombs, given teh potential lucrative sideline in tomb robbing... and some of the amazing art that comes from this culture:
