am out in field just now.. so apologies for short reply.
minimum rates are no different from ifa minimums for pifa, aifa, mifa.. ie there is a limit to how low you can go... you can charge out more but never less... dependant on the level required.
and no... replacing or attempting to have another set of standards would be counter productive... work within current guidelines. and ensure (via the current controls) compliance.
