The sad thing is that with Government white papers they come along each time there's a new Government. I'm not sure any Government could take a holistic view because the costs in there minds would always be too prohibitive. They really don't seem to like joined up writing to much. The problem being that they tend to be reactive rather than pro-active. Public opinion means all so funds for an Olympic games are readily available and indeed under written, but Heritage is not always a seen thing so its piecemeal.
I liken it to a jigsaw being made from small pieces over a long period of time. Trouble with this is that its never the same person making it so the picture and the priorities get easily distorted. You end up with the dogs dinner rather than a fantastic picture to be admired by all!
Sorry to seem so negative, but track records dictate! Still we can live in hope.
