For the same reason that local authorities have their statutory duties and their permissive duties defined. Some things they have to do, some things they have the option to do. Some things are forbidden.....no conspiracy involved!!

everything's a conspiracy, I mean why come up with a museum of London act in the first place. What seem important about this act is that it is amongst the few that mentions the term archaeology. Inherent in any act of parliament is nationalism. This act seems to stipulate London and says that the board can provide services for that entity. Its full on public money that's involved. This is what the mol say there there to do:
The Board will at all times:
- Observe the highest standards of integrity and objectivity in relation to stewardship of public funds and management of the Museum;
- Comply with all reasonable requests for information from the City of London Corporation and the Greater London Authority, users of services and individual citizens in line with the requirements of the Freedom of Information Act;
- Be accountable to the City of London Corporation and the GLA, users of services, individual citizens and staff for the activities of the Museum, their stewardship of public funds and the extent to which key performance targets and objectives have been met;
- Maximise value for money through ensuring that services are delivered in the most efficient and economical way, within available resources.

! THROUGHOUT ENGLAND AND WALES ! This charity presumably was lent a million pounds of public money by the board.
Just out of interest for the board to offer archaeological services would it not imply that the board should have archaeologists on it who own the copyright of the archaeology produced?

I'd have thought that any conspiracy which becomes public knowledge, automatically qualifies as a cock-up. The nature of a conspiracy is that it's supposed to be secret.

Plenty of cock ups are still secret. When you look at the inefficiency of current Government does anyone really believe that they have the ability to run any serious conspiracy apart from demolishing any public service that is costing them money, Heritage included? That's more out and out selfservice greed, and "sod anyone else I am all right Jack".
The only conspiracies I can belive in are those supposedly run by big businesses (Tax avoidance?). By big business I mean the banks and international corporations not a bunch of archaeologists playing at it with a "commercial" unit or "charity/trust".
