in many ways the question should be can government set up charities or should they be able to. Government goes around giving lots of advice about setting up Charities

but nowhere does it seem to say that government will set them up and run them for the people.

My understanding is that it will require legislation to free the Properties in Care from their current legal status to that of being run by a charity. The government does not have to set up the charity in question. That will be a matter for the trustees of the charity and the Charity Commissioners...,

....as to the general thrust of Uo1's arguement, she is clearly wrong. I won't go into the history of the Museum of London other than to say that the 65 and 86 Acts were largely about establishing, originally the tripartite and latterly dual funding responsibility for the Museum; creating originally the merger of the Kensington and Guildhall museums and their collections and defining the function and purpose of the new Museum. No different to the acts setting up the British Museum, National Gallery, IWM etc etc. I think anyone seeking some kind of conspiracy behind a perfectly sensible legal measure is clearly delusional.....

Unit that is indeed a conundrum with regards to Submariners height. Fortunately I come from a very long line of people who may be called 'height challenged' at 5' 6'' I am to my certain knowledge the tallest member of my immediate family by an inch or two, which would have certain benefits in the service for my forebears I'm sure }

However, for the life of me I can not understand anyone who could support either the use or threat of using indiscriminate weapons of mass destruction, real ones, not pretendy ones as an excuse to steal a country's natural wealth and in the process bring unimaginable horrors on the innocent to ensure a select few amass wealth. You're right in regard to the fire bombing campaigns of course.


Dinosour my point about the codes is this, the so called independant deterent is nothing of the sort. The USA who supply the weapons also supply the codes. For me at a time when we are returning to a quality of life that Dickens would be proud to record the need to have these very expensive obscenities so that willy waving can continue is beyond belief.

What legislation is needed to free the properties. Not new legislation. Just why has the properties to be freed to be put in a charity. It seems clear to me that the National heritage act tells the commissioners to form companies to exploit the properties

Power of Commission to form companies.

(1)The Commission may form or take part in forming one or more bodies corporate which (or each of which) has as its main object or objects one or more of those mentioned in subsection (2).

(2)The objects are—
(a)the production and publication [F14,or sale,] of books, films or other informative material relating to ancient monuments or historic buildings,
[F15(ab)the provision (whether on payment or otherwise) of advice, assistance or other services in respect of, or information relating to, ancient monuments or historic buildings,]

(3)The Commission may hold interests in any such body, exercise rights conferred by the holding of interests in it, and provide financial or other assistance to or in respect of it (including assistance by way of guarantee of its obligations).

The legislation seems pretty specific to me but its interesting that Kev has brought up the museum of London shenanigans onto this thread only in as much that it would seem to me that it should be important what is in and what is not in the respective Acts. I presume that if the MPs had wanted the museum of London to form companies that powers to do so would have been put in the act. The act says that the musem can provide archaeological services. It does not say The museum can form a company to perform archaeological services. All that we can work out from the acts about the museum of London is "in so far as it is a charity". And it was exempt and then it wasn't. They also did not put any accounts into the charity commission for years and changed the names, had this metromola and...still have this statutory provision which says that they (who) can provide archaeological services down old London town.

And now you suggest that theres a conspiracy. The only conspiracy going on there is who is in and who is out of the pension fund, just what do they spend 26million on a year in what is basically a concrete shed for the lord mayors cart. It never was archaeologists. Don't tell me theres urchins involved. And whats all this million pound loan. Where does it say that the board is a bank and sets interest rates for its subsidiary isn't that a bit like fixing the libor rate.

No worries, I enjoy the banter, and abuse. Getting annoyed about stuff is important and shows one cares about issues.

In a perfect world I, of course would agree. The world is, however, far from perfect. I worry about human nature. The bullies, the low-life that prey on others and the real predators always go for those that seem the weakest first....................

..................like, larger companies moving in on the 'territories' of smaller companies, especially if they seem weak, maybe due to a bad run of projects. Or charities abusing, or taking advantage of their special advantages.........as for English Heritage, I know little about the intricacies of pensions etc, but my gut feeling is that EH are here to stay....though cuts are everywhere.

Just had a thought about the museum of London act. If the act grants the museum board the right to provide archaeological services dose that mean that any body who provides archaeological services needs to have that right under an act of parliament?
