PPS5 - Information REquirements for Applications

I think we start from the premise that the new policy maintains the old levels of protection http://www.english-heritage.org.uk/serve.../nav.21135 and work out exactly how to implement the new stuff - A much stronger clearer and wider role for the HER - stronger more informed, professional standards for building conservation - and even a clear statement of the importance of outreach (buried somewhere in the practice guide) - and a clear direction at 6.3 that applciations shouldnt even be entertained without assessment and evaluation where neccesary. I think how we do this has to wait until ALGAO, and the IFA (perhaps even the IHBC and FAME!) have come to a settled and as uniform as can be expected view.
