tmsarch is absolutely spot on here - look at all of the local plan policies that were not 'saved' as they were deemed by SoS to merely replicate national policy guidance in the form of PPGs and PPSs. The local plan framework is supported by the national guidance and cannot function properly without it. We need both tiers of policy in order for the system to work.
