DCMS intends to publish guidance for local authorities on the maintenance of HERs seems to be a key phrase where in the PPS it states either maintain or have access to while in the guidance the Local Authorities don't seem to have been given clear instruction yet (and will they?) Although it says that HERs "are managed by dedicated staff" DOes this mean they MUST continue to be maintained by dedicated staff... and is that dedicated staff a heritage professional or Joe the Conservation officer?

The big question is.... Statutory HERs as they stand now? OR some other form as yet undecided?

The Development Control Archaeologists, Curators and HERs are fundamental to the running of both commercial and non commercial archaeology (for that matter).

Erosion, cost cutting and redundancy are not options.

Hosty- you trying to spend my council tax or is it going to be a tax on development as in the planning application fee or inherent charges for access to the HER or from fees to discharge the condition? Are you saying that an archaeologist cant do archaeology without first accessing information in the HER?

1.Check the development plan, main local and national records including the relevant Historic Environment Record, statutory and local lists, the Heritage Gateway, the NMR, and other relevant sources of information that would provide an understanding of the history of the place and the value the asset holds for society.

…..by doing archaeology on the site. Going by the submitted Planning Application forms as published on the web the vast majority of sites do not even appear to have any consideration of archaeology on them. Presumably this is because all thoses records that you mention have said that there was noting of significance at the site…..or is it that for a significant proportion of site there is no pertinent record and it is presumed that there are no Victorian bottle dumps on the site.

Surely if you're going to do archaeology on the site you should be accessing the HER anyway as part of the Written Scheme of Investigation?

The crux is (and I would know... having done it) was interpretation of teh HER in teh first place to actually place a valid and supported statement of why archaeology was required in teh first place. Teh PPS is not saying that every development from the patio to the garage out back will require a raft of archaeological measures. However - as DB is saying - Without knowing what is known... then you could be going in blindly...
