Yup... didn't see that. Although we are still awaiting specific info, particularly regarding HERs and how they will (supposedly) be statutory and excatly how they are going to be funded

Planning Policy Statement 5: Planning for the Historic Environment : ITS OUT - Talisien - 24th March 2010

Indeed. Having read the two, it is interesting the the EH guidance is non-specific in its guidance.

Planning Policy Statement 5: Planning for the Historic Environment : ITS OUT - Unitof1 - 24th March 2010

HE6.1-2 appears to require at a minimum with all planning applications a statement concerning:

Quote:
relevant historic environment record should have been consulted and the heritage
assets themselves should have been assessed using appropriate expertise where necessary given the application’s impact.

From the guide it appears that there needs to be a production of a written scheme prior to the determination

Quote:140. To secure effective implementation after the decision is made it will be important to finalise the content of the written scheme of investigation prior to determination. This will ensure that the developer is fully aware of the extent of the commitment before implementing the consent. A condition requiring implementation of a written scheme of investigation will be effective if it can be worded in the negative i.e. that no works pursuant to the consent are to be commenced or the development beneficially occupied before a relevant part or the whole of the written scheme of investigation is carried out (a ‘condition precedent’Wink. If part of the written scheme of investigation is likely to be completed after the development it may be more appropriate to require a planning obligation under a s106 Agreement. Further general guidance on the use of conditions and planning obligations is provided by CLG.

Is this how we do it now? Why would anybody want to pay for an agreed WSI before the application is determined?

Seems to me following

HE6.1-2
Quote::relevant historic environment record should have been consulted and the heritage assets themselves should have been assessed using appropriate expertise where necessary given the application’s impact
.

that planning application forms currently being used should be modified to include a statement on the “archaeologyhistoric environment”. Heres a current form that mentions biodiversity and “geological conservation” but nothing on heritage matters.

http://www.eldc.gov.uk/e-docs/235167_1.pdf

They probably also need a statement on climate change and sustainability….

I logged into the Planning Portal which seems to a centralised planning application portal

http://www.planningportal.gov.uk/

and their application list does not mention archaeology/historic environment

Does anybody know of any planning authority areas which do mention archaeology/historic environment in the planning application forms.

Hi
Quite a few have historic environment and archaeology statements in their validation checklist, which applicants should refer to when submitting an application.

Whats the validation check list? That does not sound like the application form.

Planning Policy Statement 5: Planning for the Historic Environment : ITS OUT - BAJR - 25th March 2010

Can we start at teh beginning on this...

I do feel that it needs careful reading and ... at the end of the day... testing in reality

Planning Policy Statement 5: Planning for the Historic Environment : ITS OUT - tmsarch - 25th March 2010

The validation checklist is pretty much as it sounds - it is a checklist of what documents/information needs to be submitted with an application for it to be valid. Different types of applications and different sites will require different details - there is usually a guidance note that accompanies the validation checklist. Many councils require a completed validation checklist to be submitted with the application. If a planning application isn't 'valid' (as set out in the checklist and guidance) then the council won't consider the application.

Heritage Statements (to consider Listed Buildings, Conservation Areas and Archaeology) are often included on validation checklists.

Planning Policy Statement 5: Planning for the Historic Environment : ITS OUT - Unitof1 - 25th March 2010

so what you are saying tmsarch is that when somebody applies for planning permission that they are given a planning application form and a validation form?

Planning Policy Statement 5: Planning for the Historic Environment : ITS OUT - Unitof1 - 25th March 2010

Catch up hosty- where’s the beginning.

2005 pps 9: http://www.communities.gov.uk/planningandbuilding/planning/planningpolicyguidance/historicenvironment/pps9/

and now geological conservation, yes remember the riots, they are on the application forms:

take this current example

http://pub.exeter.gov.uk/scripts/Acolnet/dataonlineplanning/acolnetcgi.gov?ACTION=UNWRAP&RIPNAME=Root.PgeDocs&TheSystemkey=58864

and look at Planning Application Form

14. Biodiversity and Geological Conservation--negative

how did they work that out? but this examples had archaeological evaluations all over it but there is no mention of archaeology in the Planning Application Form…..Why not when Geological Conservation is?
