I am all in favour of the advancement of heritage but I fail to see how the vast majority of PPG 16 work like evaluations and watching briefs do actually advance heritage. Many of the archaeological charities do a very good job in terms of advancement of heritage but is the same true of all of them? There is a very rigourous procedure for compliance with charity law by large charities (just visit the Charity Commission website and look at the documents which have to be submitted). these are supplemented by visits and inspections.
