An interesting one. However, as the site seems to be located within an absolutely mahoosive Scheduled Ancient Monument, I'm not suprised that they have found this difficult.
I doubt that we get the full story from the article, as it seems that they have planning permission and presumably SMC so the problem is presumably agreeing a Written Scheme of Investigation for the work with the county curator. This seems a bit odd because I would have thought that this would have been done in tandem with EH, as they would have requried one as part of the SMC.
Knock all their heads together I say.
